The US Department of Housing and Urban Development NOFA releases both a consolidated application and project applications from new and renewing grant applicants. A Legal Notice was published in the Bakersfield Californian and Letters of Interest, list serv notices were e-blasted, social media posts publicized the opportunity. All were submitted by United Way of Kern County as the Collaborative Applicant.

In it's role as Collaborative Applicant and Fiscal Agent United Way convened a non-conflicting, volunteer ranking panel of local professionals familiar with the homelessness and housing work locally, to rank project applications from nine local agencies. Together with a consolidated application, the collective proposal will be submitted to HUD in anticipation of receiving approximately $5 million, most of which are renewal dollars, to continue the work towards preventing and ending homelessness in Kern County. Last year the CoC earned the highest ranking points in all of Southern California.
